What is DORA?
In Indiana, DORAs allow individuals who are at least twenty one (21) years old to purchase alcoholic beverages from approved vendors and retail establishments and carry them outside to be consumed within the DORA boundaries.

The City of New Albany and our partners at New Albany Main Street will provide a DORA Start-Up Kit to each DORA Vendor. Start-up kits can be picked up from New Albany main Street’s office located at 406 Pearl Street. What are the rules and expectations for being in a DORA District?
- The City of New Albany must approve and authorize a DORA District. The Director of Economic Development or his/her designee is responsible for approving each DORA permittee application that is submitted to the State
- The completed DORA permit application must be submitted to the State by the City. The State will not accept applications submitted directly by the applicant.
- DORA vendors and refreshments must stay within the boundaries of the DORA District
- All entry and exit points for a DORA district will have clear and appropriate signage, which can be procured in the links above.
- All DORA Vendors will have clear and appropriate signage to show they are a DORA Vendor. This sign can be procured in the links above.
- All DORA Vendors will have DORA labeled cups with prominent DORA markings provided by the Vendor.
- Public trash and recycling will be accessible within a DORA District, all DORA cups should be disposed through these.
- DORA will be in effect 7 days a week from 10:00am to 10:00pm.
- The City will monitor and adjust patrols accordingly to ensure the safety of citizens.
- Possessing an open container of alcoholic beverages in a motor vehicle may constitute a Class C infraction under IC 9-30-15.(3)
- Only patrons 21+ may have DORA refreshments.
