The City of New Albany is proud to participate in the Community Development Block Grant (CDBG) program, a federally funded initiative that strengthens our community by supporting housing, infrastructure, and economic development projects. As an entitlement city, we receive annual funding from the U.S. Department of Housing and Urban Development (HUD) to enhance the quality of life for low-and moderate-income residents

CDBG Funding & Eligibility

CDBG funds are designed to serve low- and moderate-income individuals and neighborhoods.

Programs may be available for:

  • Homeowners needing housing rehabilitation
  • Nonprofits providing essential community services
  • Infrastructure improvements in eligible areas

How to Apply

Organizations, nonprofits, and individuals interested in CDBG funding should follow these steps:

1️. Check Eligibility – Review HUD guidelines and local CDBG priorities.

2️. Submit an Application – Applications open in January.

3️. Review & Approval – Applications are evaluated based on need, impact, and compliance.

Current & Upcoming Projects

Our CDBG funding is making a difference! Here are some of the recent and upcoming projects improving our community:

New Directions Emergency
Repair Program

The Emergency Repair Program make life - changing home improvements for individuals and families with low - moderate income. Homeowners can safely stay in their homes longer, their quality of life improves, and their home — their biggest asset — doesn’t lose value because of deterioration. More permanent residents and well - kept homes also help improve neighborhood quality and fo ster community pride.

Open Door Youth Services

New Directions is an after - school program in area elementary schools that provides prevention education to children . Children often stay in the program for several years establishing strong connections with each other and staff. The children also get to experience programs, such as Kids in the Kitchen, where they are able to learn about nutrition and cooking. The progr am continues during the summer, where the children get to participate in social settings throughout the area in order to build strong connections and relationships with the people throughout their community.

New Albany Parks and Recreation – Youth Enrichment Program

The New Albany Parks and Recreation offers a youth enrichment program with activities like recreational sports, educational opportunities, and special events, especially for youth ages 5 - 12 and teenagers 13 - 18, and p rograms for youth and adults with disabilities

Clothe A Teen

Providing the opportunity for teens to shop at Burlington for some new clothes right before school starts.

YMCA – After School Program

Through their affordable before - and after - school child care progr ams, they create a nurturing environment to engage children and help them develop skills that will serve them throughout their lives. C hild care is offered year - round, serving children in grades K - 8

Bicknell Park Upgrades

This project will support the addition of Three New Pickleball Courts to Bicknell Park at 315 Silver Street and other exterior improvements. The project will include court surfacing, fencing, and other necessary enhancements to ensure high-quality recreational facilities. Additionally, the existing basketball court will be realigned.

Recently Completed Projects

Our CDBG funding is making a difference! Here are some of the recent and upcoming projects improving our community:

Beechwood Sidewalk Reconstruction

Finished in 2025, this project included the reconstruction of sidewalks, driveways, curb ramps, replacement curbs, as needed, and any needed tree removals and replacement of trees and other work to improve walkability.

Griffin Recreation Center Insulated Roof Installation

Completed in 2025, this project continued exterior and interior improvements at one of the oldest neighborhood (park) facilities in the city. Griffin Street Neighborhood Park Center improvements included the installation of an insulated roof.

NAHA Youth Engagement Program

Throughout 2024 and 2025, the New Albany Housing Authority partnered with local non-profit organizations using CDBG funds to teach and reinforce life skills and healthy habits and create a loving and supportive mentor-based environment to ensure that these children could properly transition to young adults.

Section 3

Requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents and businesses in connection with projects and activities in their neighborhoods. If you live in government-assisted housing or if your household income falls below HUD’s income limits, you may qualify as a Section 3 resident or Section 3 business concern.
